If it's a how-to, I'd move it out of the proposals section and to where you 
want the how-to to live once everything is done and add a disclaimer at the top 
that it's for work that's still incomplete. "Internal Architecture" seems like 
the least bad fit, givne this how-to is for internal development, rather than 
app developers.

I'd also add that the RFCs shouldn't be taken as a replacement for 
architectural documentation. There might be overlap, but the ultimate goal is 
different. I wouldn't hesitate to add some more documentation in the 
architecture section as we flesh out the general direction from the RFC.
