another ticket for 1.9?

I'm wondering if we could put the fix for GEODE-6423 
<https://issues.apache.org/jira/browse/GEODE-6423> in the release/1.9.0 
branch.  This bug can cause a server to be kicked out faster than it 
should if it fails to pass an availability check.
