Is the problem you are trying to solve, submitting a PR? In that case you
should create a fork of the project and push your changes to a branch in
that repo. You can then make a PR form your fork agains the Apache repo.

Becoming a commiter is a longer process that's based on past contributions
to the Geode community. Not saying that you can or cannot become a
commiter, but you are likely able to get what you need with the process
described above.
