GEODE-2745: waitUntilFlushed method waits longer than it should
- Added getter in BucketRegionQueue for latestQueuedKey
- WaitUntilBucketRegionQueueFlushedCallable constructor now gets/maintains
the BucketRegionQueue.latestQueuedKey
