Summary: Make starting a JTA transaction manager optional

When not running within a container, we start a JTA transaction manager within
our server. If we remove all the javax.transaction classes, we may not be able
to start the server at all.
If we remove these classes, we may want to make starting of the JTA transaction
manager optional.
