Description: When user is exporting over jmx connection, we need to tell
them that files are exported to the connected member's local file system. If
they are connecting over http, then we need to tell them that files are
exported to their local system. (was: Our strategy for the revised `export
logs` command relies on the locator running the Admin REST API, which is
enabled by default but can be optionally disabled. We need to add a good error
message for the `export logs` command if Admin REST is disabled on the locator.)
