I don't think we should be too concerned about incubating reference in BUILDING.md or those docker files.
The docs are a little more concerning, but I think what's probably more important is fixing the manual that's up on the the website. As far as I know building and updating the manual is a manual process and not tied to the release. Or has that changed?
