Description: Since cmake doesn't yet support C#, we should provide a CSharp
project (.csproj file) for easily building the securityImpl dll, which is
needed by the native client C# security quickstarts. (was: Native client build
has dependencies on the Geode product installation. FindGeode would locate the
product in know locations or take hint in the form of {{-DGEODE_ROOT}} argument
to {{cmake}}.)
