Remove notes
`notes` directory contains release notes which are published to
http://notes.implicit.ly for exposure.
The website has been down since February. There is an opening issue
(https://github.com/n8han/herald/issues/14) but the maintainer has not yet
replied. Since [releases notes are already kept by Apache
jira](https://issues.apache.org/jira/secure/ReleaseNote.jspa?projectId=12319920&version=12338681),
the `notes` directory can be removed now.
You can merge this pull request into a Git repository by running:
$ git pull https://github.com/manuzhang/incubator-gearpump remove_notes
Alternatively you can review and apply these changes as the patch at:
https://github.com/apache/incubator-gearpump/pull/176.patch
To close this pull request, make a commit to your master/trunk branch
with (at least) the following in the commit message:
