I second Justin here, for two reasons:
- the purpose of the incubation period is more about "learning" the
Apache way, ASF compliant releases, community building ...  For the
IPMC and mentors, it's the first thing to work with you.
- it's totally fine if a podling defines other goals, but if the goals
are not reached during incubation, that's not a blocker to graduate.

NB, I do think that it's also valid to TLP: projects can totally
define their our goals, and also, I do believe that learning Apache
way, community building, releases, ... don't stop at graduation time,
it continues for the entire life of the project (because you are
adding new committers/PMC members, and it's up the PMC members to do
mentoring).

So, thanks Fluss for having included the "Make the core features of
the project very stable at large scale" goal: it's an important goal,
and of course very valuable.
