A majority of bus drivers are repeating the pattern of looping on the bus device_list and simply passing the device to the cmp callback.
Extend rte_bus_find_device_t so it takes a reference to the bus object and add rte_bus_generic_find_device() to achieve the same. Leave the vdev bus alone, as it has an internal locking requirement.
