Hi Chris - I see two lines of operation in the challenge you're describing.
1) Localization of Foundation's documentation, specifically training resources such as the introduction to the Apache Way [1] 2) Moderation services to facilitate communication with PMCs Both of them would require a fair amount of project management and I'd like to gauge interest from the committee on driving these projects forward. It would be ideal to get an owner for this initiative. Any volunteers? In the meantime, I'd be happy to explore a short term solution: localization of the most required resources for the incubator. Could you share a list of the the documents you'd need localized into Chinese? I can source a vendor and get a quote.
