Summary: Bug: Site links do not render headlines properly

The newly created site elements that contain generated contents are not
properly rendered, as the headline is missing:
* default_licenses.apt.vm
* xsd.apt.apt.vm
* name_xref.apt.vm
Not sure if it is somehow related to the inclusion of the generated txt files,
but multiple local changes did not successfully generate a proper headline into
these files.
