We can distinguish between types of Licenses via a simple configuration file 
change.   We simply create licenses "apache-1", "apache-1.1", and "apache-2" 
that all have the "AL" family.  Although we should probably change the family 
category to "ASF".

What this does though is open the door to the ability to exclude license IDs 
(separate from family categorys) as acceptable licenses.  The code is mostly 
there, what needs to be put in place is the core command line options.

if [~bodewig], [~crossley], [~robertburrelldonkin], or [~pottlinger]  are 
interested in implementing this I will provide guidance for how to add them to 
the command line processing system.  It will also help me get the developer 
documentation in shape.
