These issues from the Tooling team provide plans and docs to the project3-vm 
production server and the tooling-projects test server.

You need ASF Member access to some of the repositories referenced.

For the Reporter to BAT transition the Board will need to indicate how much 
they care about mailing lists stats (as opposed to access to the Pony mail 
MCP), JIRA and bugzilla counts (and if so add GH issues?) and various “health” 
stats.
