https://helpwanted.apache.org/ says "Managed by the Apache Community Development Project", but is anyone on this PMC currently willing and able to manage those requests and generally keep the whole thing up to date? I think such a service needs an owner, which should be a group of people, and I'm not sure if we currently have that.
