We are using Commons Config to enable all of our applications to be configured 
for each tenant dynamically at run time.  Most of the enhancements in 1.7 were 
added to allow this as each web application and back end service will get 
different configuration depending on which customer the request is coming from. 
Also, leveraging the new integration with Commons VFS allows the configuration 
files to be stored and managed in a central repository.
