One of the reasons why people tend to use e-mail for posting patches instead of JIRA is that it's much easier to discuss such patches. When patch is sent to mailing list you can use all capabilities of your e-mail client like good quoting support (in-line comments), threading, etc. I believe that issue tracker should be used for patches that have been already assesed and there is an agreement on that patch.
