I think so – I'm not sure if 2.1.9 already contained the serializers block, but since it seems to be quite self-contained, it should be no problem to add it.

- If yes, how do I know when the corrected serializer is available and how I
have to proceed to patch my running 2.1.9 apps?

You could try to apply the patch [1] to your Cocoon codebase. If it doesn't match, you could check-out the current 2.1 branch from SVN and copy the Java classes from the serializers block to your Cocoon codebase.
