Please let me know if this solves your encoding problems.
My patch program is not understanding your diffs.
Am I right in  thinking that that patch was to add a newline at the  
end of the file?

will change the form-encoding to UTF-8.
I did't study your post,but in my experiences,this will work under  
cocoon 2.
