work on the docs building infrastructure has been done.
The next step is bringing the content of the main site into a good
shape.

sounds like a general list of todo's for the release, not one dedicated
to getting content filled
I think what I'm hoping for is some ready TOC where content editors can
easily spot blanks to fill in...
that and some lightweight process that advises people to drop a note
here when they start on a particular item
