Currently internal resources (flowscripts, xsl files, jx macros, etc.) are
loaded with use of resource: protocol. This method relies on directory
structure of blocks which is not a contract between blocks.
The goal is to get rid of all (or almost all) resource: protocol use in both
Ajax and Forms blocks.
