But we as a PMC can establish sub projects if we want to (at least that's my understanding). By sub project I mean a project hosted at cocoon.apache.org. Each block is more or less a sub project. For now we grant all Cocoon committers access to all sub projects. We *could* (I don't say should!) change this for example for specific projects and handle this on a per sub project base. So if many people from outside of Cocoon are interested in this Spring stuff we can grant them commit access for exactly this sub project.
