As said in my previous mail, it is not implemented yet. As it would
improve the usability a lot during development, I will try to implement
it soon.
I have submitted a patch to JIRA that allows file:/ URLs as
blockContextURL: https://issues.apache.org/jira/browse/COCOON-1934
