What version of Forrest do you have? I am using the current cvs. Note that there was an error with current Forrest CVS - fixed now, but that is not the error that you are reporting.
Fresh CVS checkout/build from today. Still getting the same error.
Cocoon checked out like this: cvs -z3 co cocoon-2.1
Forrest checked out like this: cvs -z3 co xml-forrest
Went to the xml-forrest/ dir, typed "build", let it ran. No errors. Copied dist/shbat/* to d:\apps\forrest, and added d:\apps\forrest\bin to my PATH.
Went into cocoon-2.1 dir, typed "build clean" and then "build docs". Here's the output of where 'build docs' fails:
