Greetings all! I’m proposing the Cassandra Java Driver 3.13.0 for release.

As discussed elsewhere [1] we have also updated the minimum required JDK from Java6 to Java8 in order to access additional bug fixes. Everyone who has tested the build is invited to vote. Votes by PMC members are considered binding. A vote passes if there are at least three binding +1s and no -1's.
