To answer your question, source code for QAT pluggable jar will be hosted on 
Intel's GitHub repository and binary will be available via maven central. I 
will update the CEP with this information.

 that explicitly discusses where the QAT implementation code is going to live. 
The implication is there from the pluggability and ServiceLoader but want to 
make sure we're clear on that.

+1 to the CEP as drafted even w/that omission as it's strongly implied.
