Microsoft has released .NET 8 on 11/14
(https://dotnet.microsoft.com/en-us/download/dotnet). The new SDK needs to be
added to the targeted framework list, which includes full testing.
The library target frameworks stays the same, still only netstandard 2.0 and
netstandard 2.1
