If I understand correctly, for these identifiers to ever be valid, they would 
need to be published as an Standard Track RFC, what only IETF can do. On the 
other hand, values like {0xC0, 0xxx} would only need a formal published 
specification to be accepted into IANA registry?

If I am to code it, what values should I use?
