The answer to this question can be found on Mozilla web sites, if I'm not mistaken. Yes, you may delete this file, and your Mozilla program will create a new one. If you use any third party crypto software or hardware, your mozilla program will no longer know about that and will no longer use it. You will need to reconfigure your mozilla program to know about it.
