So I had a couple people test my output, one 64-bit win7 and one 32bit winXP and both worked after installing the 2010 Visual C runtime. Again, I'm guessing my issue was using the Express Visual Studio which doesn't come out of the box with 64bit compiler and not 2010 vs 2008. Thanks for the pointers guys.
