Support for NSS on device OSes (such as cell phone OSes) is provided by various teams that are adapting Firefox to run on those devices. Mozilla has a team that does that and I suspect they could help you, but they don't participate in this newsgroup, AFAIK. So, you'll need to look through Mozilla's bugzilla database for NSS bugs involving android and glean email addresses that way, I think. There may also be a separate newsgroup for developers of Firefox on devices.
