I vote spam based on two facts:

1) they're sending these out to every mailing list possible (full
disclosure, etc.).

2) The list charter:

This list is devoted to the discussion of these mozilla components:

    * NSS, mozilla's cryptographic libraries
    * JSS, the Java interface to NSS
    * PSM, mozilla's crypto GUI and "glue" code for NSS

I'm not sure what HITB has to do with this.
