There is no definite plan of record or schedule for doing that.

I would very much like to do that, and also RFC 5430 (Suite B for TLS),
as soon as possible, but we've got to get the NSS 3.12.x releases
finished up first.

NSS 3.13 seems like a good target release candidate for TLS 1.2.
I hope that the funding for NSS development will continue long
enough to do that, but that is not assured.  :(
