Yes.  pk11mode is used in NSS's ongoing QA testing for FIPS compliance.
pk11util is not used in that testing (AFAIK) and I don't know what state
it's in.

I use it as a diagnostic tools when getting pkcs #11 modules up and running, particularly new ones. It's particularly useful because it's a lot smaller harness for finding out why a particular module doesn't operate correctly.
