This is because CMVP doesn't test RSA key generation. On the RSA validation list at http://csrc.nist.gov/groups/STM/cavp/documents/dss/rsaval.html you can see that only Signature Generation and Signature Verification. Contrast that with the DSA validation list at http://csrc.nist.gov/groups/STM/cavp/documents/dss/dsaval.htm, which has several more operations that can be tested.
