No, I don't know of any IPsec implementations using
NSS's crypto.  Since IPsec is usually implemented in
the kernel, it would be difficult to use NSS's crypto,
which uses user-space library functions.
There's work going on with open swan, but currently only the user space portion. IPSEC itself is still going on in the kernel.
