By accident I found this link while Googling for Safari and keygen:

Although KeyGen [sort of] works it is dated function which is misaligned with 
the world as it looks today.

Among glaring omissions I would include:
- No support for PINs and associated policies
- No support for TPMs
- No support for key management

I am pretty sure that Microsoft would not consider implementing KeyGen since 
their own CertEnroll is much better.

The only thing that could "normalize" this is a new effort, addressing the 
short-comings of KeyGen and generateCRMFRequest ( 
http://demo.webpki.org/mozkeygen )

However, I believe it would be a mistake to add this to HTML5 because key 
generation is really an "external application" that has nothing to
do with HTML except that it is typically launched from an HTML page.
