I am able to create keys and sign CSRs with both NSS 3.12 RTM/NSPR 4.7
RTM and NSS 3_11_BRANCH and NSPR 4.7.1 RTM.  I've updated the wiki to
use the latter pair of tags and sometime after 3.11.10 is RTM I'll test
that and update wiki again with CVS tags as well as links to the source
tarballs (which is probably less bandwidth and easier).
