Let me come back to this topic later; I don't have time to make detailed 
comments right now.

You can find machine translators online for some languages but not all. 
It turns out that all CPSs share very similar content, so machine 
translation actually works better than you might think: The translated 
text might be "rather funny" (especially when translating technical 
terms), but it's often straightforward to figure out exactly what is meant.

I'm happy to make it a recommendation that CAs provide a CPS in an 
English version; I'm not ready (at least, not now) to make it a 
requirement. This needs more discussion IMO.
