OK, absent any objections my plan is to go ahead and commit this change later today or tomorrow. I submitted bug 399214 on October 9, so we've had a month to discuss this issue and the proposed policy changes; based on the results of those discussions I think we now have consensus on a 1.1 policy revision, and I want to finish this up so we can proceed to invite CAs to submit requests for EV treatment for their CA certs.
