No, it is not published. I put a lot of effort into it. Then, I was
distracted by being appointed to my county's Grand Jury for a year. I
provided copies to Hecker and to the CACert people.
It is copyrighted. I will provide copies to selected non-profit groups
with the understanding that they will use it internally and not
commercially.
