In the absence of intermittent failures, this should yield almost the
same throughput as pipelining, while trading longer latencies for
considerably reduced number of build slaves. This might be a reasonable
tradeoff.

If we need to deal with frequent intermittents though, it fear this
approach will perform pretty poorly though... Unless you have some other
contingency plan for that?
