Glenn can probably say more about what tests are left to fix. I think
almost all of this got covered when webrender originally landed or
shortly after.

Assuming that's the only blocker to switching our default, let's get
bugs filed for that and switch as soon as they are resolved. It sounds
like everyone is on board with this general plan, although we have
some research to do regarding software fallback.
