I recommend the third approach: do the sane thing, wait for the spec to catch up.
@Manish: additionally, perhaps leave a comment in the open spec bug to explain what Servo implemented in the end, maybe with links to the relevant PRs or test cases. Aiming at implementing a web browser is rare enough an initiative that every implementation is relevant experience for the spec work.
