I can answer part of your question: Mozilla intends to apply as an org for GSoC 2015, and while we do not presume, we have been accepted every year so far. Like all other teams in Mozilla, the Servo team will have an opportunity to propose ideas (with attached mentors) on the Mozilla ideas list.
