[dev-servo] HTTP library requirements

There are competing Rust HTTP client implementations under development 
right now, and we're in a unique position to influence the APIs provided 
to address the limitations of rust-http in Servo right now. Accordingly, 
I've started 
https://github.com/servo/servo/wiki/HTTP-library-requirements to collect 
Servo's requirements and justifications. Please throw anything you can 
think of in there!
