There are a handful that have two:

Content Security
Device Storage
DOM
Graphics
I18N Library
NSPR 
PDF
security
Tamarin (...)
JS Marionette Harness and Tools
XBL

Note that Layout and the JS engine each only have one, though in the case of 
the JS engine, the JITs have been split into their own module.  So even for 
larger modules it isn't too common to have multiple owners.  Something like 
Servo might be a little odd, because it is such a broad and experimental 
project.

Anyways, my apologies if the notes didn't convey the context properly or I 
misunderstood.
