No. The intent of that statement was to limit the sections for which the
CA's CP/CPS may use the words "No stipulation".
Do you have a suggestion about how to make this more clear?
Note that just before that sentence is:
"The words "No Stipulation" mean that the particular document imposes no
requirements related to that section."
And the following sentence says:
"The words “Not applicable” are acceptable to indicate that the CA’s
policies forbid the practice that is the title of the section."
To me, those mean very different things.
We did not define what a blank section means...
I think that a blank section means the same thing as "No stipulation".
Should we require that sections not be left blank?
