Yes, I think getting commit access would be the way to go. Just Level 1 [0]
(Try) should be sufficient for what you need.

I'm surprised that you need to request uplifts without having had a need
for commit access before. Would you mind describing your use-case/workflow
a bit more? This sounds like something we hadn't considered.
